facturation : Allow a 'pause' per act. Missing notifications are only indicatives.

• This commit needs the db be reinit.

• A 'pause facturation' can now be applied per act. Set for allow services
  though it is for nom only used by the CMPP.

  The effect is that the act is not taken in account in the billing while
  it is in pause.

• The notifications for the sessads are only indicatives. Acts not covered
  by notifications are taken in account in the invoicings.
