Asks to consent for federation even with name id policy set to transient

Description
When using a minimalistic SP, and a SP policy asking for transient nameids, Authentic 2.0.0 (from tarball) still asks the user to consent to a federation.

From the title of the demand, I understand that the user consent for federation should be asked even with transient nameIDs. It is currently missing and we can add this functionnality.
However, from the description, I understand that the user consent is asked with the transient nameID, what then seems to be a problem.
What did I miss ?

The bug is indeed that it asks for the consent, even with transient.
