django-model-utils version: 2.6

AttributeError: 'module' object has no attribute 'PassThroughManager'

while trying to use the authentic2-ctl util script (e.g. authentic2-ctl migrate, authentic2-ctl runserver, etc)
after setting up the virtualenv (as documented in authentic/doc/installation.rst)

Troubleshooting -> module downgrade to v2.3
pip install django-model-utils==2.3

Fix: Should django-model-utils version requirements be defined in authentic/setup.py ?
