When backuping its dhcpd.leases file, isc-dhcp first create a new file
dhcpd.leases.TIMESTAMP (with new entries), then it link() dhcpd.leases
to dhcpd.leases~, then it rename() the dhcpd.leases.TIMESTAMP to...

dhcpleases / dhcplease6: Allign with FreeBSD port guidelines

- FreeBSD considers some tags now obsolete, some like php4 were
   rather misleading
 - Added Ermal as creator of the files since I don't think that Alex Dupre
   had other involvement in this port other than a base for these Makefiles.

Add a dhcpleases6 command based on the dhcpleases command Ermal made, this one just triggers a command
It also uses it's own PIDFILE
