Réduire le texte sur la GPL à un paragraphe traduisible

Pour le moment dans l'admin, dans la barre latérale sur l'accueil, il y a un trois paragraphes standards sur la GPL; je pense que ce serait pas mal de réduire ça à un paragraphe annonçant que c'est du logiciel libre, publié sous licence GPL (avec le lien), et stop.

Aussi, je déplacerais alors la nouvelle phrase dans le bloc où il y a le numéro de version.
