Description

Pour le moment le fichier data/vendor/effective_tld_names.dat est chargé lors de première création d'un objet publisher, c'est presque 200ko de texte à parser, ça prend du temps alors que ça n'a aucune espèce d'utilité en-dehors d'un cycle requête/réponse qui doit poser un cookie. Il y a dans #9825 l'analyse qui a amené à la création de ce ticket.

general: don't load effective_tld_names.txt in scripts (#9831)

Take the occasion to also avoid registering cron jobs in those situations.
